Hungary has set the goal in its National Energy and Climate Plan to ensure that its final energy consumption in 2030 does not exceed the 2005 level. To support this objective, on 1 January 2021 the introduction of a new policy instrument began: the Energy Efficiency Obligation Scheme (EEOS), established under the EU Energy Efficiency Directive.
The essence of the system is that obligated parties — electricity traders, universal electricity service providers, natural gas traders, universal gas providers, and entities selling transport fuel to end users — must achieve annual energy savings proportional to the volume of energy carriers they sell. Obligated parties must implement programs and measures every year up to 2035 that result in verifiable energy savings on the end-user side. A certified energy efficiency investment at the end user may include, for example, replacing outdated, inefficient machinery with modern equipment or renovating buildings.
For energy users (e.g., companies, municipalities, households), the regulatory framework related to the EEOS has created an opportunity to obtain significant financing for their energy efficiency investments. In practice, this means that if an energy user carries out an energy efficiency project and meets the conditions set out in the EEOS legislation (e.g., having the project certified by an accredited auditor; fulfilling the principles of additionality and materiality), they have the opportunity to sell the EEOS GJ (Certified Energy Saving) generated by the project as a limited property right.
